Running a Latvian company from abroad: make the local finance work visible

A foreign owner can receive a Latvian monthly trial balance and still be unsure what has been filed, which invoices are missing, or how the local figures relate to the parent company's reports. The useful question is not simply “Who does the bookkeeping?” It is “Who owns each local obligation, and what information reaches the decision-maker?”

The answer depends on the legal and transaction facts. A Latvian company, a foreign company's permanent establishment and a non-resident VAT registration are different situations. The Latvian State Revenue Service explains when a foreign merchant may have a permanent establishment and separately describes VAT registration for businesses from outside the EU. Neither route should be assumed from the owner's nationality alone.

A practical operating map

Start with a list of activities, counterparties and where work is performed. Record the entity, VAT and employer registrations already in place, who can access VID's Electronic Declaration System, and who signs or approves submissions. Next, agree the documents the Latvian accountant needs, how the owner approves payments, and the schedule for local filings and group reporting. Finally, map the Latvian chart of accounts to the parent company's report format so questions do not recur every month.

Local activity and registrations lead to a responsibility map, monthly accounting and a report for the foreign owner.

How FinSynta helps

We review the actual activity and existing registrations with you, list open tax and accounting questions, and set out what evidence is needed to answer them. We organise the document handover and monthly close, prepare the agreed Latvian accounting and tax work, and translate the key changes into a concise report for the owner or parent finance team. Where a transaction raises a specialist legal, customs or foreign-country tax issue, we identify that boundary and coordinate the information needed for the relevant adviser.

This approach is meant to make decisions and responsibilities visible. It does not replace a case-specific tax assessment or a bank's own account-opening decision. Latvijas Banka's account-access review found some practical shortcomings in bank communication and proportionality, while finding no system-wide unjustified exclusion. Good documentation helps a discussion with a bank; it cannot guarantee an account.
